Probably 1-2 billion or so. Soccer or "football" as the rest of the world properly calls the the sport is the most popular and widely played game everywhere on Earth except in the U.S. and Canada. While minor and youth soccer is flourishing in both countries, the professional game just can't seem to get a foot-hold (no pun intended) in public consciousness or popularity. North Americans want results, scoring, a winner and a loser. Soccer or "football" isn't always about how many goals a team can score... yes, the idea is to put the ball in the opponents net but the beauty of the game is how they set up plays. The passing, the defence, and the artistry rank as important components of a match. Sometimes a scoreless draw is a thing of beauty. Those who watch and follow soccer agree...and there's a lot more of them than those who follow baseball, American football, and basketball.

Some people lose interest after their country has lost, but the rest who do watch it because they like or love the sport are probably in the billions. If you include all the countries that do show the game. Also you have to take into account that maybe at one TV there is like 5 people watching. Then if you go to a Resturant/Bar to watch it then, that's like 30+ watching it on like 3 TV's so the number might not be the correct one when they tell you the "official number". The Censor guys are not going to be at bars counting how many are watching the games and they are not going to go to house to house to see exactly how many people are watching the game and not just one.
So in short TONS!!! LOL...

the only ones who will not watch it are people who dislike soccer and that would be about 90% of the American population

I say...1.5 billion people.
Most Americans don't watch it...and that's just sad.
But you also need to consider the millions of people that don't receive electricity or don't have a TV available. Those are of course fans of the world cup....but they may not be able to watch it.
