Yes, there is a difference with sex between a circumcised man and an uncircumcised man. Many women don't realize the difference because condoms pretty much make all penises equal.
But if you are having sex without a condom and the man is circumcised, he is going to be taking long, powerful strokes of his penis in the vagina to stimulte his glans toward orgasm. His style will be one of vigorous thrusting to stimulate his glans. With this style of thrusting he will not be able to maintain continuous contact with the clitoris. He will reach orgasm, but she will not, unless he employs other techniques such as oral or manual stimulation of the clitoris. Even so, they will not orgasm together.
If the man is uncircumcised and not wearing a condom, the penis inside the vagina will thrust into and out of the foreskin itself, which stimlates the glans fantastically and makes the movement of the penis in the vagina more comfortable for the woman. By contrast, the penis of a circumcised man has no cushion of skin around the corona of the glans, so his thrusting is reportedly more abrasive to the vaginal walls. Additionally, the coronal head of the penis drags moisture and lubrication out of the vagina with each stroke, making intercourse dry. (I have read on the internet a woman who even compared the circumcised penis to a harpoon, which is kind of a dramatic and unfair comparison but nonetheless may have some truth to it.) Because the glans of the uncircmcised penis is more sensitive, the man does not have to thrust as vigorously or with such long strokes--he is plenty stimulated with shorter, smoother strokes. This style of thrusting enables him to maintain continuous contact with the clitoris and increasing the liklihood that the man and woman will orgasm together.

no, there's no real difference in sensation for the woman. an uncircumcised man still has all the nerve endings he was born with which supposedly gives him greater pleasure but really has no effect for the woman. the only thing that may change the level of her pleasure is her perception of his appearance or hygiene.
