Please consult a Doctor. Sounds too risky.

It was definitely a lack of oxygen. Don't risk his having more heart problems (heart attack, angina, congestive heart failure) or even altitude sickness, especially if you can't get to immediate medical help. Supplemental oxygen will definitely help, of course, but you also have to consider he will probably have increased fatigue, loss of appetite and not want to drink as much as he needs to stay dehydrated. Go with your dad to his cardiologist (the better choice than his family doctor) and ask for his advice and a prescription for oxygen.

Yes, it was the lack of oxygen, that made his heart pump harder. Could he get a portable oxygen supply. They do come in a fairly small size. He might not want to use it, but he only has to use it when he is exerting himself at a high altitude. He will have to see a doctor to qualify for medical oxygen.

You didn't mention the type of heart problem your father has, but in most cases, high altitudes are very much warned against. Most tourist attractions post warning signs to that effect and its wise to pay attention to them.
