The sale of preg. tests isn't limited to any age group. No, they won't ask for ID like they would if you were buying cigarettes or Beer.
If you are VERY young....then what you will get is probably some interesting glares from the people standing next to you in line, and the cashier who is taking your payment.
They are about $6 to $15 depending on what kind you get (generic, or name brand, 1 or 2 pack)

If you older enough to buy one, who ever is behind the register will let you buy one.
I just hope your not going to terminate the baby if you are pregnant.

Why don't you (or whomever you're talking about) just go to the local health clinic and get a free one? No age limit there...

in our country (Philippines) even a child can be instructed to buy a preg kit. Its over the counter.

YOU CAN BUY IT AT ANY AGE BUT IF YOU DONT WANT TO WASTE YOUR TIME GET SOMEONE OLDER TO BUY IT FOR YOU JUST GIVE HER THE MONEY
