It could mean one or two things. Your key could of broken off in the column, or maybe something is loose.

If it's locked up and you can't get the key to turn, the grab the steering wheel and turn it a little. It might have been shut off and the wheel lock got stuck and won't let you turn on the key. If it is just locked up and you can start the vehicle, then something is broken inside, or a lock pin has come out, (if it's a tilt.)

that's undemanding between sedans. Rock the steerage wheel even as transferring the major. also, if that is an automated, ascertain that is in PARK or "P" you would opt to push the button on the shifter and jostle that somewhat as well.
