Split the top and bottom into the root of the top and the root of the bottom. Then, multiply top and bottom by the bottom (to keep the fraction rational).

ex. [^-2 means square root]

(2/5)^-2 = (2^-2)/(5^-2)

neither 2 or 5 has a rational square root, and u can't leave a fraction as irrational so...

(2^-2)/(5^-2) = (2^-2)(5^-2)/ 5

Take the square root of the numerator, and divide by the square root of the denominator.
