Have you tried an eyelid primer? That may help. A light coating of foundation and powder on your lids before you apply your shadow may also work.
Do you have sensitive eyes or allergies? I found that switching from regular makeup to mineral makeup really helped the watering eyes problem for me.

always use an eye base or paint before applying your eyeshadows. My favorite eye bases are MAC's eye paints, Lancome's Colour Doses and Wet 'n' Wild's cream shadows (in the squeeze tube that dry down) and Maybelline's new Dream Matte Mousse shadows..... all of these make WONDERFUL eye bases to help your shadow stay put. MAC is my most favorite, though, because they're waterproof, too.
You can find paints that match the eyeshadow you plan on wearing for the day to intensify that color, or stick to a neutral one or a beige one that will go with all of your shadows.
Use your fingertip or a smooth flat brush to apply. Apply it very lightly to the entire lid if it's a neutral shade and blend well. If it's an intense color to magnify the eyeshadow you're going to wear for the day (for instance, use a purple eye paint/base with a purple eyeshadow) then apply the paint to the lower lid only and blend subtly up into the crease.
Once the paint is dry, use your regular eyeshadow with a brush and "pat" the shadow on top then softly blend it once it's on the paint. You'll notice longer wear and no creasing!

Put concealer on your eye lids to make the eyeshadow stick longer. There are some hypo-allergenic eyeshadows availble. Try Clinique or GoodSkin (Kohl's brand).

You can get your eye make-up to stay on your eyelids if you put foundation on them first. I use a pressed powder foundation and have found it makes a huge difference:) Hope this helps..

Almay makeup is supposed to be "allergy-free" as for the eyeshadow staying on...I've no idea. Sorry.

you're using the wrong kind of eyeshadow for your skin type. try a different brand, and before you put it on, take a hot wet cloth, or cotten swab, and clean you eyelid. then apply shadow
