In my experience, its common usage has certainly changed, yes. People now tend to use 'terrorism' as a synonym for 'evil,' rather than using it to describe a particular and precise type of tactics, which is how the word was originally used.
For example, I was arguing recently about whether Hitler was a terrorist or not (my position - clearly not).

The term itself hasn't changed, though the understanding of what "terrorism IS" has changed and people now know nobody is safe from terrorists, though people still actively ignore the dangers...

Yes. It used to denote violent attacks against innocent civilians, but it seems that now the white house labels anyone it perceives as a possible threat of some kind as a "terrorist." in order to justify locking them up forever without so much as even charging them with a crime.

Yes, most definitely. In the past, hooliganism (being an asshole or vandal) was just that. Now LE has termed every defiant act as being terrorist in nature. The Bush administration has identified a false enemy, and the enemy is you. (or anyone else who is against their values) Unfortunately, it works.

the term hasn't, but the methods of terrorism has. there is now a constant threat in every American's mind everyday. and we now worry about nuclear warfare, plane hijackings, bombs strapped onto suicide bombers, gas in subways, ect.... no one would have dreamed up these horrible threats before sept. 11
