Generally, the team with the worst record throughout the season will have the first pick in the draft. However, this idea may vary accordingly with the particular sport in question. But, I will use America's # 1 sport...American football, as an example. In professional American football (16 game season) there is a draft at the end of every season that is comprised of several rounds (like 6-8 rounds I believe). The first round provides the very best players from around the U.S. colleges/universities. Of course, months before the draft (which takes place over a period of 2 days and is televised) these collegiate football players are scouted and categorized using all kinds of statistical data which may include strength, agility, speed, ability to improve, intelligence, college career performance, team record, team division (did this player perform against difficult, moderate, or easy competition). As you can imagine, every professional team has a scout and by draft day all NFL (National Football League) teams have a very good idea of which players they want to draft. The very best of the best will be taken in the first round (for big bucks$$$$) by the worst teams. Keep in mind, these bad teams don't just draft anyone, they take the best player available that plays the position they would like to improve upon. Once in a while, a team may decide to trade their draft position within a round to another team for a player(s), money, or future draft pick(s). This is done with the intention of moving up or down within the draft in order to get a player that a team feels strongly about. Nevertheless, the team attempting to strike a deal with another team has to offer something (whether it's a player, money, future draft picks, or all) that they believe the other organization will want. So, in addition to all NFL teams having to do their homework and find players they want to draft, each team must also be aware of other teams' strengths and weaknessnes by position. Don't forget, each team only has about 15 minutes or so to draft a player or strike a deal with another team. When a particular team is called upon to make a decision, a clock (controlled by the league commissioner) is literally ticking. In essence, a team really needs to have a firm understanding of what they need and or want BEFORE DRAFT DAY so that no time is lost in the race against the clock!!!
