We have a water filter to remove hydrogen sulfide. I am not sure if it malfunctioned or if we are having a different problem.

there's a product called silvo that's sold in supermarkets, walmart, etc. It polishes Silver, Stainless steel, mirrors, etc.

There is a cleaner called Barkeeper's Friend. It's by the Comet in the store. It has a gold label, it's just for cleaning stainless steal. You could also try toothpaste.

any product with a fine abrasive will "rub" it off. (ajax, jewelers rouge etc.), very fine grade wet sand paper. 1000 and higher, the highest number has the finest abrasive in it), auto supply stores carry the finest grade of wet sand paper.
The black is silver sulfide
There is an electrolysis wethode ofr very valuable silver objects but it is messy and if the peice is very valuable have a profesioanl restorer do the job. The local museum can refer you to one.

Any hardware store will have metal polishes (I think wal-mart and target has them as well). You can usssually buy a cloth with the polish already on it depending on the type of metal your silverware is.

As far as your filter goes, I don't think it is working all that well.

Brasso or Noxon works good to clean them. CLean it in a well ventilated space.
