My toilet tank is not filling up but it will if you turn off the water knob on the wall behind the toilet for about 1 hour then turn it back on. then flush reallt annoying and my landlord wont do a thing about it all she told me is that it is a 35 dollar job and I need to find someone to do it then take it out of the rent. Anyhow does anyone know how to fix that????

And the inside of my tank is old fashioned or something it don't have a float

Hire a plumber to fix it (it will cost more than $35). Deduct the cost from next month's rent and attach a copy of the bill.

Those are really great answer above this one. But here's what's happening technicaly speaking.
This is probably an older home with older pipes. right?..
Over time, scale, rust, and (if you have a well) small, very small rocks make there way into the fixtures and valves in your sink faucets, toilet, shower head etc. Over time this stuff acumulates at the lower points of plumbing. Every time you flush the toilet, the incoming water that refills the toilet mixes up all the debris that has settled at the floor valve behind the toilet. That debris makes its way up to the tank valve and plugs it up.
One way to TEMPORARILY solve this issue, is to turn down the floor valve to very low flow. That way the turbidity is reduced in the water going UP to the toilet.
You will need to have the system flushed though. this is only a temporrary fix. Good luck.

Chances are you Fluid Mater inside the tank is clogged up- so it does not fill but slowly- Shut off the Valve behind the tank, open the lid, very carefully with water off, look for screws to take it apart- sometimes clips,, also make sure the little hose is going to the Tube that sticks up- make certain not to drop any parts into the hole where the rubber ball goes- Should be a diapharm like thing inside and it gets clogged.

first of all .. that is some kind of landlady!! it could be the flapper if you look in the toilet tank , in the bottom of the tank normaly in the middle you should see a black rubber circle. it lifts when u flush the toilet and falls down when you release the handle. if this flapper satys open when you flush and release the flusher thats the problem. after you flush try jiggling the handle and watch to make sure the flapper closes if it does all you may need is a new flapper witch only cost liek a cupple bucks. if that dont work check the float. pull it up lightly to stop the water push it down lightly to start the water.

is there a water pressure problem? it probably fills up but really slow... Call a plumber and make sure he sends her the bill.
You need to remind your landlord that it's her job to make sure the apartment she rents out is livable.

sounds like you need to go get a new float make sure u check to see what kind u have it is a round ball or may be a brown universal one go to hard ware store talk ot one of hte older men there they are good at helping an will tell u what u need

For the issues, it is not nicely worth attempting to diagnose. basically replace. the fee is low for DIY and on a scale of a million- 10, a million the finest, that's a 2, via fact there is no removing of the bathroom from the floor.
