Well, there is no "best" really, things like that are always purely subjective, as there's no criteria for measuring the "best" anthem, just really what people's personal preferences are.
Myself, I think because of easy-to-sing lyrics, a simple yet stirring tune, and the lyrics clearly indicating the country even if the name of the country wasn't in there, Gibraltar would be the best. Others fall into that category as well, such as Germany, Canada, Israel, etc.
As to personal likes, I tend to go for the anthems of the former SSRs of the Soviet Union (the political system may have been lousy, but they could sure write a song!) as well as others like Wales, the royal anthem of Thailand, Europe, etc.

I don't know about the best, per se, but God Save the Queen always confuses me... ...from every-y mountainside, le-et freedom ring!... And then I remember that we're not playing and that song's not even our national anthem, and they have different words than the song we sing in the US with the same melody...

Well, if you exclude the World Cup, my favorite anthems have always been the Canadian and the Netherlands national anthems.
