You can't really spot reduce fat. But you can tone up the muscles by doing push ups (which will also work your chest) and tricep dips. There are also lotions made for cellulite which can help you some with the skin. Get thee to a gym girlfriend, and you'll be rocking tanktops in no time!

I think the best way is to
1.) do some kind of cardio
2.) Hold your arms out straight making a T with your body. Then do tiny circles with your arms for 2 minutes. Do big circles for 30 seconds. Do this for about ten minutes everyday and you should deff. see improvements

u work out... lik do pull ups, push ups, quit bendin that elbow! or u culd do lik bicept and tricept curls too... i do that ... and it works... just start out w/ a 10 lb. weight and the more u do it... the higher the weight shuld go! do it till it hurts... no pain no gain... simple as that!
