This question has gone a week without an answer. I assume this is a tire on some kind of mowing equipment designed so that the tread does not do damage to the turf. There should be an air valve stem protruding from the steel rim upon which the tire is mounted. Remove the cap from the valve stem and fill it with air. Usually, these types of tires take about 15 lbs. of air pressure. The recommended air pressure should be identified on the tire. If you do not have an air compressor and fittings, take the wheel off of the equipment and take it to the air station at any gas station or tire center.
