All 50 US states have laws requiring that sales of tobacco be taxed. A part of that tax provision says specifically that the tax must be collected by authorized retailers.

What this means is that the closest you can get to buying direct from cigarette manufacturers is to buy from wholesellers, who are the middlemen between manufacturers and retailers.

Since wholesellers have to keep immaculate paper trails on their tobacco purchases and sales, none would bother with a sale that amounted to a few (or few dozen) cartons of cigarettes.

So, the best you can do is to buy from retailers.
