Metallica was the best band from the 80's.
In my opinion Dream Theater was the best in the '90's.
As far as 2000's I have yet to hear it, but I've heard the name of the band and my friend who's an expert in metal said they were tops, and I trust him. The band has dragon in thier name. I was supposed to listen to the CD last night, but we watched DVD's instead.
If you are asking what is the best Metal band spanning three decades I would have to say Metallica, but the 2000's stuff so far it not as good as the old stuff.
Black Sabbath is not metal, it's rock.

I will need to speak neutrally not from my preferences:
In 80's was Metallica and Thrash genre in general
In 90's Nirvana made revoultion creating Grunge and Alternative music
In 2000 - If you see the concerts full you will see Slipknot perforiming

tough but i would have to say tool they broke a big barrier to reinvent them self staying true to themselves never selling out and being so heavy even when their not trying to be heavy
