Ohm...I don't think you can make a magazine for free. I don't know how old you are, but if you're really interested, you should consider going to college for journalism or design. Good luck!!! :-)
btw, a domain is not a magazine.

I don't know about glossy magazines, really.
I do know that BUST (a feminist magazine, glossy covers an' all) got it's start as a zine.
Search for zines, perhaps that might interest you?
