Go get the dog and take it to the vet, and then tell the lady you are keeping it. If she has a problem with that, let her sue you. She won't get far with that when the judge sees the pictures of how the dog was before you took her. Sometimes you have to get tough and do something that might seem a bit wrong to save the life of a poor animal that can't take care of itself. That poor dog is in pain. You can't allow that to continue.

Keep calling the police. Find the nearest animal shelter and call them. If that does not work, keep calling the humane society or you can even try the ASPCA.
If the ASPCA does not respond, remind them that millions of people all over the country donate money every month so they will take care of things like this.
Hell, if you feel up to it, call the local newspaper and the news station. Animal cruelty cases that severe make news here where I live. They just put a woman in jail for starving her horses and it was all over the news!!!
This woman needs to have those animals taken away from her. Not to mention that if they are living in their own feces next door to you, that is very unhealthy for you!

Take pics-- lots of pics-- every day--- for a week at least- then take a copy of them to the humane society- explain that theseanimals aren't getting cared for and show threm the pics. If they don't respond to this complaint in a couple of days (give them a chance to hang them selves) Then go to over their heads with the pics to their boss and ask why this hasen't been followed up on (keep taking pics by the way) show there boss all the copys of the pics. If their boss doesn't do anything to get them to follow up on the dogs then get all local animal advocates involved they will get the humane society to follow up or will bring in the big guns like the media- it may take a while but eventually those poor creatures will get the help they need.

I know you are put in a very hard spot but don't give up because if you help these dogs get out of this situation you will have good karma. Use any resource you have available, even if it's contacting someone in cities or states around you. Make sure that you bug the crap out of them until they do something. Even small town dogs deserve love and respect. Tell the Human Society that if this issue isn't taken care of you will report them. Get the police out their tell them she still hasn't taken care of them. Just keep it up, you will sleep better at night when you know you did all you could.

Offer to take care of them yourself if the local law is not interested.
One of the things wrong with society today is that we see something wrong and we want someone else to deal with it.
Naturally, we can't take on all of the world's problems by ourselves, but this is one rather small, rather simple thing.
If you are a nice person and approach er right, I'd bet she would be happy to have someone help her.
By the way- if she is having problems with her dogs, she may be having problems with other parts of her life as well.Just be aware of that.
Oh, and some of you should be ashamed of yourselves! Wanting to call down the wrath of the law on this poor woman who is having problems! Being concerned for animals is one thing. Letting your concern for animals overwhelm your compassion for a person in trouble is entirely something else!
'Local animal police'? Even though they are common on Animal Planet, most places in the US do not have animal police- the ASPCA and other organizations DO NOT have branch offices across America. In my state, for example, no town has any 'animal police' and the humane societies are not affiliated with the ASPCA or PETA.

walk out and blatantly take pictures of the animals, in detail, and send copies of the photos to the nearest humane society. Also ask for the police report and send that too. If you spoke to the police and they went out to see the old lady and talk to her, they should have filed a report. They might get nervous when you ask for the report but say you want to send the report with photos to the humane society because you are concerned about the dogs. If they wont hand it over just send the photos and your own letter detailing how you called the police, etc. Give it in writing, not just talking on the phone or leaving messages on answering machines.
You will find when you send things in writing, with documentation and evidence, that people react differently. They get phone calls all day, and you are just another voice on the line.
A written complaint can be submitted in court, like a signed testimony... photos and police reports, are also documentations that can be used in court. Also once you send them stuff in writing, with evidence, then you can PROVE later that they failed to act. They can get in trouble for this or at least have a bad PR problem if the media finds out. Its hard to prove what was said in a phone call. So they will be more likely to respond once you have submitted evidence and written complaints.
If you want a real dramatic effect send it all via certified mail with delivery confirmation, keep copies of everything. That way they can no longer pretend like they didn't know the situation.
Mad, I have paid hundreds of dollars for vet care of my pets each year. Sometimes in a bad year thousands. I have overextended myself. At one point I had to make the painful decision to have an animal with an expensive and fatal problem put down. I take care of my animals and make the necessary decision to give them up or put them down if I can't take care of them. That's what we are required to do as responsible pet owners.
But if I went around paying for the vet care of every neighbor that neglected their animals, I would be broke. If people can't or won't take care of their pet, they need to have the pet taken away. I would offer to help in what ways I could (a ride or to take the dogs to the humane society or vet). But I won't assume financial responsibility for people who take in animals without the means to provide for them.
Even though there arent animal cops in every town, there are laws outlining the ethical treatment of animals in every state, and those laws should be followed by citizens and upheld by local law enforcement. I doubt they would "call down the wrath of the law" on the old lady or put her in prison, they would just remove the dogs whether she likes it or not, if she failed to comply with minimum care standards. To me, that is a fair and reasonable response.

awwww thats so sad! mabye u should take pictures of the dog and show the humane society so they can see how bad it is or try to bring the dog the vet since that mean old lady wont!!

Get the number for the actual animal police. Take the dogs to the vet yourself, but for the love of God, do something! Get those animals away from that woman!

Call PETA or another animal rights group...explain your situation. PETA is a bit radical, but they will try to help. That dog deserves some help regardless of where you are located. Shame on the humane society for not getting you some help.

Since all else failed. I am from MS I have seen several cases on the news. I would try calling my local newstation. They would probably love the fact that the humane society won't bother with your situation. That is what they are here for. Good luck
