The symbol < before a number means "less than" while the symbol > means greater than the following number - looks like they mean "on a scale of 1 to 10, they think you sister is less than a 3.

sometimes when you use the < and 3 together it's suppose to look like a heart.... <3 ........ um yeah don't feel stupid the first time someone used that i was like what? what? what? what are you talking about?!?
