that piece is supposed to be there the first time you take the trans pan off the car and can be discarded it was part of the initial build and dropped into the pan during the fist pressurization of the trans so not to worry

This is a normal part in the part from assembly at the factory. The plastic plug is used to block off the dipstick hole in the transmission at the assembly plant, after the transmission is installed in the vehicle, the fluid dipstick is inserted in the hole which pushes this plug into the trans pan, where it stays until the trans pan is removed for service. It is nothing wrong with your vehicle, you can discard it. If you are having problems with it shifting, there is a plastic bushing that attaches the kickdown lever from the trans to the throttle linkage. These bushings wear away and fall out over time, this can cause transmission damage if the bushing on the throttle linkage is not replaced. It is under the hood to the left of the carb if you have a carbed engine. Look for the rod coming up from the transmission, and make sure it is still attached to the throttle linkage. I am a Ford technician and throw a couple of these little fill plugs away every day.

Many Ford cars have this in the pan the first time it is removed. Throw it away and don,t worry about it.

Sounds like a spacer used between the gears. If it's broken you're really screwed!
