Completely clean out the tank and spray it with this stuff called Approach. Get it online at www.approachit.net
It's water-based and there are no harsh chemicals so it won't hurt the turtle and if you spray till the odor goes away, it won't come back unless it's coming from the turtle itself. (can also spray anything that is usually inside the tank with the turtle and hell even the turtle)

What kind of turtle and what kind of housing?
In general:
- Use the right size of cage. Aquatic turtles- 10 gallons per inch of shell. Land turtles- 100 square inches per inch of shell. Small cages stink up fast.
- Use a non-absorbant cage liner, or one that can be tossed regularly. Aquatic turtles need no liner. Land turtles can be raised on many kinds of substrate, including materials that can be washed regularly.
- Give land turtles regular soaks and a little scrub to remove scents.
- Remove food before it becomes a problem
- USE THE RIGHT DIET. Wrong diets are a bit cause of stink.

Replace his water every day. Clean the tank twice a week. (But thoroughly clean the tank the first time (clean all of it and replace any bedding), . Try not to overfeed him.
He may need an electric hot rock to help him digest his food.
The "tank" should be large.
Join a local amphibian & reptile club. They are a wonderful source of information.

Turtles just stink, it seems. I clean my turtle tank all the time, and I have crazy filters. They are just stinky.

turtles are naturally stinky ,and also carry parasites
clean water is the only thing you can do
i dont think it is wise to wash it in dertergent ,this may kill it

Well, instead of woodchips, use some gray paper shavings. It works! You might want to go to a pet store and see if you can bathe your turtle.
