No, matter what you do the hair will always grow back. Even if you have laser or electrolysis. Because when you get older your hormones change and sometimes it can be worse than before. I would just try waxing, or a depilitory.

for girls waxing produces a better result than shaving as it keeps the regrowing hair thinner and less visible (in theory) for permanent removing laser treatment or electrolisis removal are your two options but both are rather expensive.
