Will follows our reason and passion. Passion is our base desires and animal instincts. Reason is that human quality that allows us to form and manipulate abstract thought.

Before we can act (will), we must first feel an unconscious desire (passion) to do so, or we must decide (reason) to do so because it benefits us.

Even if the act is negative, choosing not to smoke a cigarette for instance, the passion to smoke must arise first before we can choose not to smoke it.

I don't agree with the previous answer. True that passion is the instinctual part of us, so it's the animal part of a human being. But when our will follows the passion, it's as if a human being became a slave to the animal he owns. It's better to tame the animal and keep it on a leash - then passion will follow our will, like a dog follows its master. Of course, it does not always happen like this in reality, but that is our evolutionary task, that is how we are different from our biological predecessors. Reason helps to understand it.
