Yes, you should replace the showerhead with one that does not have the 2.5 gallon per minute water saving device in it. If you live in the USA, you'll have to remove this device yourself, since all showerheads sold in the USA are required to have an ouput of 2.5 gpm or less.
I have a Hansgrophe Monsson showerhead. The water saver was very easy to remove. I bought it at Home Depot for $50. But, I've noticed that in the summertime when lots of people are watering their lawns, my water pressure isn't all that it should be.

Changing the shower head may help, however, the pressure comes from the main line coming into the property. The only way this can be improved is if your landlord installed a water pump on that line.

I'd try a different shower head. Ask where you buy about getting more pressure. Be sure you save the old on to put back when you move. Some landlords don't want you changing stuff.

A new shower head won't really help any. Is it just your apartment, or the whole building, or complex? It could be that something is blocking the water line. You could install a water pump in your apartment to increase water pressure. That, you may have to get permission from you landlord. Talk with them, they may be the ones responsible for the cost of installing the pump.

Is the water pressure good in other areas of the Apartment? IF not then not much you can do. IF it good elsewhere then you may try cleaning the old shower head or replace.

if you take the shower head off,and remove the water saver that they have in place you will get better pressure from your shower,if you dont remove the water saver it will not make a differance on the shower head that you buy, there also may be a water valve near you water heater as well that you can turn to allow more water to come into your unit

My water pressure sucks too, replacing the head did NOTHING, so I just have to deal with it. I really like my apt. except for the water pressure!

when i lived in a apt. we took off the shower head and there is a filter in it that will not allow the water to come out as fast you either have to be able to remove the filter or you have to buy an new head and attach it yourselves. we had to buy a new head.
