I'd say it falls under the the category of chatting. It might be possible to ask the question in a less direct way that might be acceptable. For example, you could go under the category of Yahoo!Answers or Survey and ask if Answers really represents a true cross-section of people. Under add details, ask people to describe what country they are from (participants are not just from the US!), what region or state they live in, and whether they are from an urban, suburban, or rural area. You could also ask what impression they have formed of the kind of people that are on Answers. Put this way, it would seem a legitimate question and the answers might actually be interesting. Just an idea....

In the community guidelines, it says that questions shouldn't be conversational, and I guess that someone felt that your asking about where people live was conversational.

BTW, I live in Idaho... not super keen on the idea, but my 83-yr-old grandfather kinda needs someone to keep track of things...

I have no idea why that would offend anyone. Do they think you'll start stalking them if you know what state they're in? It only takes a few idiots to ruin it for everybody. By the way, I'm in Missouri.
