yup. if you have it as HTML you can upload it straight to www.freewebs.com and they also have a easy-site-builder.... i don't know how much space you have but it works pretty well. give it a try you can always delete your account (it's free)

Getting a domain:
Getting a top level domain - www.yourname.com is not free, unless you win one. So you'll have to settle for a subdomain - yourname.yourhost.com or yourhost.com/yourname.
Hosting:
While it's true that geocities and tripod etc give free space there are way too many ads on them that disrupt your website and also you cannot run good scripts on these sites.
I would suggest for adfree hosting - http://www.fusionxhost.com - where you simply have to post on forums (Takes less than 15 minutes per month!) and make sure you have enough points each month. They have great service.
There are plenty of services like the above, but fusionxhost is what I've been sticking to for the past 1-2 years!

Launching is just when the website goes live, but perhaps you could have a page on the site saying 'lanuch date xxx' etc, then on that date just remove the page and let everyone access the site.
What you need is advertising etc. Just put the URL in the footer of all your emails, and in the signature of any forums that you participate in.
You could list your website in various forums etc, but just don't spam.
It'll start slowly, but hopefully you'll get there eventually. I'm launching one of my sites in the next few weeks so I'm going through the samer thing.
