Is it just riding around and having a few drinks, chilling out or what?

Is this one of those teenage counterculture "buzz" words? For the vast majority of us, boating means taking your boat out on a body of water and cruising around.

I have observed an awful lot of boaters are not boaters at all. They are paying for an expensive boat but never take it out of dock. They do however sit in the boat and have a party or two and get drunk. It seems to me they are trying to impress their neighbors. Most I don't think even have a real interest in boating, they are all caught up with making the impression of having money, or at least making people think they have money. In realty what they have is a lot of debt. Some have sail boats and have never lifted the sales because they don't know how, and don't really want to learn. Odd!

That's pretty much it! Boating is synonymous with driving around on water, illegally drinking, and generally burning up gas at $4+ a gallon. A nice way to spend a day.

That is exactly what they mean, and maybe some fishing and water skiing too. But there ARE regulations on drinking and driving even for boaters.
