No, I would not say such a complex machine like a computer is dumb without the help of software. It would be like saying a car is dumb without gasoline, or that book shelves are simply useless without books on them. No invention is despicable, even if it does not serve the purpose for which it was created, even if it serves no purpose, it does at least reflect the hard work of the inventor. Now, software for a computer as we know it, is essential..as essential as blood could be if it finds the proper veins to flow through. Software is utterly important, because it serves the purpose for which computers were invented, but then again, computers are smart enough to support more than one kind of operating system and thousands of programmes and applications. Hardware and software are closely connected. If we want to print something, we have to buy both a printer and a driver.Hardware is important because it offers a flexible basis, the only one software can use up to now, and software virtually breathes life in the body of a computer. I would say that they are equally important, beyond any shadow of a doubt.

Computers are not yet capable of independent thought, nor can they directly respond to human languages. In any case, the computer has to have software on it that can perform the desired function.
For example, if you want to program in a 3GL, you must have that language's compiler or interpreter installed on your computer. When you compile the program, the computer translates it from the English-like language you used into the language it understands, machine language.
To use the different peripherals on the computer, you must have an operating system running. The operating system prioritizes requests for the peripheral and allows you to access it. Without at least an operating system installed, your computer is an oversized paperweight.

Without software, your computer just sits there and does nothing. You'd have no windows on it or anything. You'd be staring at a black screen that says "Operating System not found"
