They are humidity spots. You can paint over them.
To avoid them, always let the steam come out of the bathroom after taking a shower/bath, and let a window/the door open.

Ok, first off, you have to eliminate the excess moisture in the bathroom!!
Get an exhaust fan and put it in, so that you take the moisture from the room. Locate it about 10 inches above the ground, (so you dont spash any liquid on it, when you mop the floor and DONT put it behind the commode, because you will need to clean the blades once a year!).
Then, after you have that, you can worry about cleaning the mold up...(well, maybe before, since it will take you time to get the fan installed).
Get some detergent, and bleach.
1/2 cup of bleach to 1/2 cup of borax (20 mule team borax in the Grocery store).
Mix and scrub the place that the mold is with it, so that its a paste and when it comes off, rinse with warm clean water each time.
The bleach will kill it, and the borax will inhibit it from coming back so quickly.
But, get that exhaust fan! If you rent, tell the landlord that you need one installed, because of mold... If he doesnt do it, then MOVE!!
ITS BAD FOR YOUR HEALTH!

those dots are mildew spots. spritz some dilute liquid bleach on them. they will disappear in about a half- hour. if youre spraying it on a white ceiling, thats fine... the liquid bleach, of course, might damage wallpaper or a stain a colored paint other than white.
its one thing to clean it... another to find the source. the shower is getting too steamy and moist, allowing the mildew to grow easily. keep a bathroom ceiling fan on, open a window, or keep the door open if possible to vent that moist air.

That is a type of mold/fungus forming. It is caused by excessive moisture from the steam of the shower.
You can eliminate them with Kilz...found in the paint section of Lowe's or Home Depot. You can then spray over them with Upshot ceiling paint...also by Kilz.
