I have been using the Dreamweaver 8 program. Would anyone recommend Streamline.net as a good web hosting place?

No, it doesn't make a difference at all. I've been a Mac user for a few years now and I've never had a problem publishing websites. I would suggest you get an alternative ftp program rather than using Dreamweaver's built-in ftp client. I use Transmit ( http://www.panic.com/transmit/ ) - It's a really good ftp client which makes uploading files to your web server a breeze.

As far as web hosting goes, streamline.net's prices looks very reasonable but you don't seem to get a lot of features with their hosting packages. I always recommend 4Uhosting to anyone because the hosting packages are good and the customer service is absolutely excellent ( http://www.4uhosting.co.uk/ )

Does not make a difference as to what OS / computer you use to develop your site. Dreamweaver 8 has built in 'SITE' capability that also has the abiltiy to upload your site to specified webhosting server.

This tutorial by adobe can help you learn more about the SITE capability in dreamweaver.

You can also use any other ftp program to upload to the webhosting server, though since I have not used a Mac I dont know which ones are good.

For Hosting i recommend you check out Dreamhost.com. When you use the code 777 on checkout they give you their standard hosting for $10 for the first year, and they give you plenty of diskspace and bandwidth.

Macintosh's are great computers. You should go with the web hosting service your internet service provider offers.

It shouldn't matter that you are using a Mac computer. Are you using an FTP site to upload?
