I dont think this is accurate information. In an event like that there are many bodies that would have gotten involved anyway. In 1978 there was only one Asia representative which was Iran. Sri Lanka to the best of my knowledge never qualified that year. As far as the fee goes, honestly I dont even know if there is one. And if there is one how much it is, or better yet what it was back in 78'. sorry.
