I was going to answer your IDIOTIC statement about Filipinos not being very intelligent via email, but since you don't list a contact address I guess I'll do it out in the open.
My wife is a Filipina. Everyone in her family has at a minimum a 4 year college degree. My wife has a BA in Communication and is an Operations Manager for a major department store chain in Southern California. My Sister-in-Law is a well respected, highly successful dentist in the Los Angeles area who earned her degrees in the Philippines. My three Brothers-in-Law, all whom are still living in the Philippines, are all highly successful. One is a retired Captain in the National Police Force, another is the President and Chief Operations Officer of Bridge Marine Shipping Lines in Manila and the third owns a highly successful medical instrument sales import/export business in the Philippines. My Mother-in-Law, now 84 years old, was a highly qualified school teacher in the Philippines and my Father-in-Law, now deceased, was a highly regarded Filippino journalist who regularly interviewed Marcos when he was president and fought the Japanese occupation in World War II.
To answer the general question at hand, ...the Philippines suffer from corruption at every level of their government. But to suggest that they as a people are ignorant is ludicrous. Over 90% of their population is college educated in some form or another. Where in the United States can we make that same claim?
