Check with Social Security, web address is

Being a convicted felon does not exclude you from collecting social security benefits! I would guess that this person would be looking at Social security disability benefits. I would suggest you visit the web site or go to a social security office in your town, if you have a federal building, you'll have a SS office.

At 54 he is not qualified to get Social Security and SSI takes a long time. I would try state Medicare.
