They certainly can, but it is probably not particularly common and if they do, it is at their own hands.
Young boys and men are typically clueless about how to bring their girlfriends an orgasm and hormonally you're too driven to slow down and figure it out.
One of the many good reasons, teen girls should probably wait a few years to have sex. It's just not that good for them.
Oh..and yes, they can get pregnant without having an orgasm. Been there, done that!
Oh..and if you're with a girl, and you have to ask, it didn't happen.

Absolutely if they are pleasured properly (by themselves or others). Women take longer than men to have orgasms usually and for girls who are new to sex, things can simply be awkward and they aren't sure what they're doing or what will happen. In my own experience teenage boys don't care about a teen girl's orgasm, but I think that if the boy expects to be sexually happy, then the girl should as well....if not then the teen(s) not mature enough to be having sex.

If boys of 10 can ***, then why can't girls of 16 have orgasms??
Seriously though, all it is, is a hormonal reaction, and you can even have one at 7/8 by horse-riding... it really depends on your bodies responses

Not always it depends on the full maturity of your body. Lots of times it wont happen til your about 18. Have fun trying anyways.

There is scientific evidence to suggest that humans can begin to experience what is clinically an "orgasm", but without ejaculation, as young as 12 months old. I dunno who discovered that though. So yes. 16. God only knows I started well before then.
