A lot of girls only do it once a week in winter as they see no reason to do more since they're not showing their legs and pits in public in the cold months. And in some countries, they never shave their legs or pits.

Everyone is different. I've never heard of women who don't shave underarm hair in the winter but do the rest of the year. I have heard of many women who don't shave their legs as much in winter though. Usually either the women aren't getting any sex so they don't care, or their man doesn't mind (or they might even like the hair).
