Perhaps they lock up the guilty one in a cage ontop of a set of wheels that has a seat and a motor in front for the innocent one to drive around all day.

Yes - but only serving half the sentence. Who's to say the innocent twin was a witness, he/she may have had a bag over their head at the time or been asleep.
