gravity keeps the water close to the earth although some of it does evapourate and go into space but only far enough to make clouds and when they get too heavy with water they drop it in the form of precipitation which could be hail, rain, sleet, snow. When this happens Mr. Sun causes the whole thing to repeat itself again and again, this is called the water cycle and what goes up must eventually come down.

Gravity doesn't go only one way. It goes all ways toward something. Otherwise, yes, water would be spilling off the Earth in torrents.

It is trying to. It is evaporating, and it fervently wants to go into space, but cannot. And so we have clouds. Clouds are the water that wanted to go into space.
In a few billion years the Sun will expand and the oceans will boil away, and eventually the whole Earth will vaporize.
