I have been transferring my VHS library to DVD, using my Pioneer DVD recorder, DVR-310, and using DVD-R blank discs made by Panasonic, Memorex, etc. Yesterday, I read that recordings such as this have a shelf life of from two to five years. Is this true? If so, it's pretty discouraging. I thought this media (DVD) insured many years of data preservation.

If you take care of the discs then they should last for a while. Just make sure that you have a case for each DVD. And let me suggest Verbatim. We have these discs and they have lasted a long time.

I believe that is true if you keep the disc in the dark and at room temperatures. Light and heat will reduce the life of the recording.
