See how many migrants and groups of them live there, it's always the best indicator.
Single/dominant race populations tend to be rigid and unwilling to accept influences and hence people from outside.
The US and Netherlands are more tolerant than Australia. That's why Aboriginals are less tolerated, they are the only group other than the migrants themselves, who are now the majority and have taken predominance of the land. I don't know how far differences in appearances have an influence on it, however I do not think that looking different is the key factor here, it's the rigidity of the society. Jews did not look very different and look what happened to them.

Look for a country no one wants to go to that's most tolerant.
The least tolerant would be the one that most spongers want to go to and the taxes are raised to look after them.

I think most tolerant of immigrants might be Canada, because it has very small population, and in need of more people. USA is definitely not immigrants friendly, too many racists throughout the history. Mexicans, don't you hate them? I don't think Canadian hates Mexican. Donno which nation is least tolerant of immigrants.
