I thought most corporate/office jobs were 8 to 5 (40 hours/week net) though most government jobs are 40 hours/week gross.

Up until the 80's, most jobs were 9 to 5. You were paid from start to finish, lunch included. Nowadays, non-salaried people do not get paid for their lunch hour. In order to maintain the "traditional" 40hr week "full-time" status (by law full-time status 36 hours or more), people had to come in an hour earlier to keep their paychecks on par. Employers got an extra hour of production, without the expense of paying the employees. This was not mandated by the government. It just simply became the new norm with companies trying to cut costs-increase production. The 9-5 tradition was replaced by something more economically feasible.

Because it used to be 9 to 5 and it still is for some people.
I get paid SALARY and I work 9 to 5. I'm not an hourly employee.
