sadly there is no other proof, most places accept photo id only so its worth shelling out for one. i work in a shop and teenagers are alwys trying to show me theire national insurance card as proof of age, but it comes through before they are 16 so it cant be accepted, plus it is easy to get one from an older relative...
its the same with student cards, unless it has photo and date of birth on it its not accepted, as again its easy to forge one (my sister used to use mine)
people used to use birth certificates as proof but sadly they cant be trusted either these days....
so without an identity card, the next best thing would be a passport, and then they can have a laugh at your horrid photo!!

Birth certificates are not acceptable ID because you can be carrying someone else`s.
Appropriate ID would be Photo Driving Licence
Passport
Citizen Card
or Prove it card
Forms enabling you to apply for the latter two are available everywhere that sells tobacco or alchohol.

You can always go and get a state id card, that way you have a picture id. It looks just like a drivers license except it says on the card "This is not a lisence to drive"

Birth certificate, and there are places that will provide you with a proof of age card, but you need your birth certificate to get one.

You need to have some type of photo ID or passport. If not, then you have really hard time proving the ages.

Bring your birth certificate, social security card and a letter mailed to you with your name and address on it (you can even mail a letter to yourself and wait a couple of days to receive it, if you don't have a letter on hand.) to your local department of motor vehicles facility and they will issue you a state i.d.. You'll have to call for the price. It's a valid i.d.
