English. Then your question would make sense.

As in the learning of any language the way to learn English is to use English. By use it I mean speak it, listen to it, read it, write it. As for whether you should learn words from Persian and then translate them or learn them in English I would say that whichever way works best for you is the right way to go.
I had a friend many years ago who was a lovely Persian lady, I learnt about your culture and think it is incredible. The music, dance, songs, food, the history of the persian people, you are blessed to have such a culture to call your own.

The more you do in your target language the more you will learn.. It is very frustrating to work in a language you have problems with and you feel everything would be so much better if you could do more in your first, good language, but you will learn much faster using just the language you want to learn. If you are learning verbs, associate the word with the action (not with the word in Farsi). Associate the nouns with the things, etc.
Most Persians I have met have been good at learning English because they were willing to practice talking from the beginning and immersing themselves in English conversation. Good luck to you. I am sure you can do it.

Communicating in English as much as possible is better.
Translating from Persian to English will not develop "natural language" - AND is boring.
If you don't have an English teacher (Native speaker), or English speaking friends, try language exchange on the internet.
Good Luck

If you try to spend your time translating, it will slow you down. An immersion program (where everything is done in English) might be a start.
Reading comic books, where much of the action is in pictures might also help. You can figure out what the words are based on the pictures instead of trying to go back and forth between two languages.

Trying to learn a language by comparing it to another language is nearily impossible. It would be like memorizing the dictionary...a bunch of disconnected words.
Immersing yourself in the language you are trying to learn will not only help you learn the words, but will also teach you sentence structure and how the words relate to each other.

If I understand the question correctly,
my answer is learn the English words
and translate in your mind back to Persian.
That's the best way to learn any new language.

Best way to learn any language is to learn it by itself. I mean no translations. That's why in French class, for example, you're only allowed to speak French. That's how foreigners learn it; they usually don't have anyone translating for them. That's how children learn it, too.

You will need to learn to "think" in English to truly keep up. If you always stop to translate you will always fall behind.

NEITHER.
YOU SHOULD NOT LEARN WORDS FROM ONE LANGUAGE TO ANOTHER. TAKE A DICTIONARY OF ENGLISH WHICH HAS BASIC WORDS EXPALINED IN ENGLISH. ONCE YOU BUILD YOUR BASIC VOCABULARY, YOU GO FOR MORE DIFFICULT WORDS.
IT IS NOT GOOD TO LEARN ONE LANGUAGE WITH THE HELP OF ANOTHER. TRY TO LEARN A LANGUAGE FIRST HAND.
I AM A LINGUIST.
