Depends on the type of site. Search engines allow you to submit key words/meta tags. You can also search for banner exchange sites, they worked big time for me in a former business venture...

Nowhere except personal web pages. I have a couple you could advertise on, but they're not really popular.

You can also try using a banner exchange to get more visitors.Go to http://www.click4click.com/ to do that.
You can also build a blog and advertise your website on it.To drive traffic to your blog go to http://www.blogexplosion.com/ to do that.
