i just recently installed a new video card and when i try to play games it turns the screen off and it comes up with an error message saying " 255.9 khz / 212.9 hz frequency out of range "

This means that your monitor is too slow for the new video card! If you can boot into SAFE MODE (hit F8 when booting prior to the Windows LOGO appearing), you can try lowering the monitor/adapter REFRESH rate to a lower level that is compatible with the monitor you have...

The HIGHER the refresh rate, the FASTER it must be...

Typical older monitors cannot support refresh rates faster than 60-72 or so... Try these settings first to see if it will work, then slowly choose higher settings until it fails again. That will be your limit...

Ultimately, you will need a better monitor to take advantage of your better video card capabilities!

actually it's a problem with the monitor range in that game only or you would see the error message all the time. try contacting the game's manufacturer and looking for support. you also may have some luck uninstalling and reinstalling the game

Right click on the desktop, select properties, select settings, then advanced, then select montor tab and check the screen refresh rate. Check that value..... Correct the value based on your monitor.....
