He is sort of the guy who runs meetings at the assembly, the guy with the gavel who allows delegations to speak, vote, and whatever else they might do. He also serves as a sort of head diplomat kind of like the Vice President in the Senate or the Speaker of the House in the House of Representatives. He got his position because everyone trusted him to be fair in the meetings and do his job without showing favoritism, so he has a lot of political backing from the member nations. He can use this to direct attention to any number of things such as third world hunger, poverty and disease.

The main problem of the UN is that power lies in the hands of the countries who are members in it. The best example to explain the failure of UN is the veto powers of the five permenant members of the Security Council ( which are also the worlds top five exporters of arms).
I don't think the Secretary General has any real powers.

Well actually he does have a lot of power, and the money you were talking about, much was going into Sadam's pockets as a kickback!!
We have insider trading up the A__ and launder drug money, and you go after the UN.

All heads of organization are just that, figureheads, fallguys, in case something goes wrong, and they need a scapegoat to take the blame. That is what presidents, kings, and other heads of organizations and states are.
