This would be a "registry tweak." If you are unfamiliar with changing the registry, it is not something you should be doing if you value the PC, since bad changes can render a PC useless!

A simpler solution, is to go to "properties" on the "start" menu, and under advanced customization, uncheck the control panel box, which will remove it from the start menu.

To DENY access to the control panel altogether, would require a registry change under the policies.

the control panel on your computer can be accesessed only buy the admin
if you wantyou can make the other users on the comuter have li mited accounts ( control panel account management)
and then they wuill not hacke acces
you can also got to control panel program acces and defualts and you can put a password to almos all of the program
