I realize he may be able to father calves, but with the sack gone I'm concerned about health issues. These are pets not your usual cattle.

If this is a pet I would sugest that you get the vet to finish what you started.
Bulls do not make good pets. They are aggressive and will stomp you into the dirt. We raise ours and give them plenty of attention but I would not ever consider them a pet. They are not real socialable.
If the testicle is in the abdomen they are more prone to become cancerous and they should be removed.

I'm not sure how you missed one - it'd be in your best interest to have him done right...get a vet or cattle person to do it. If it bothers you don't look. Bulls are not reliable pets. If one is in the abdomen it could be more than you want to deal with.
