Community spirit is as allusive a thing to define as it is to develop. Attempts to measure it always fall short, for it is the gestalt of the quality of all relationships in a community, and so its complexity and constantly shifting nuances evades the researcher's method. And yet we know when it is strong; and we know when it is rock bottom. It is reflected in the way strangers treat each other and by the way people drive their cars. It is expressed through the efforts of community groups to improve the lives of others. It takes time to build. The most effective way to build community spirit is to build the capacity of natural leaders in community groups so that they can inspire effective and functional teams working together on projects that serve the community. This is the activity with the highest leverage: mentor and support those who lead the groups that serve the community. Through their efforts and in turn the effectiveness of the work their groups do, community spirit is cultivated.

You develop a sense of community spirit by understanding that not everyone in the community is interested in that same things. It is nigh on impossible to bring a whole community together over any single idea, problem, celebration, or event simply because not everyone is going to be interested, have the time, or the resources to become involved.
If you want to develop community spirit then I would suggest celebrating the differences in the community.

As a member of your community you should know that whatever affects your community affects you. You can develop a sense of community spirit by finding out what you can do to help improve your community. Help rebuild a city park, help clean up the roadsides, volunteer in nursing homes, or in daycare centers. Your local churches and chamber of commerce have plenty of suggestions for helping to improve the community. It's your home, find something to do to help then do it.

Service projects are good--if you get members of a community together working for something to help the community it brings a since of camaraderie towards those you work with, and a pride in what you've accomplished within your community. Both good qualities when forging community spirit.

Start by encouraging yourself and your household to participate in community-related activities. Find time to get to know the people around your neighborhood. Form an organization among neighbors and plan out picnics/social activities and worthwhile community outreaches where everyone - male or female, young or old - can participate in.

Involvement in a community cause or need .Working with children or the elderley or disadvantaged minority groups.Teaching English to a migrant group.Involvement with an enviromental cause benifiting someone else without reward to oneself.Thinking of others.all these things lead to community spirit.

If you don't feel comfortable initiating a community project, go to your local chamber of commerce and let them know that you are interested in assisting in a project. I don't know of one that would turn you down because they always need help. Plus it gives you the opportunity to meet many others who share your interest.

By getting out and doing something for your community. When my son turned five I began having him collect canned food for our local pantry- now six years later, my neighbors call me to find out when my boy will be starting his collection. Every year he collects more and more for the food pantry while more and more neighbors get involved because of an 11 year old.
