the jobs are in different countries and the high job is of managerial role in big organization and promotional avenues to the top rank in organization before retirement .

Depends on the amount of money, if you really need the extra money, then go for the low job with high pay. If money's not that important, then go for the high job. It allows you to do more. I assume the high job would be closer to a managerial position so you'll be more comfortable and happier in your job (if the pay is enough)
