you means to say when u r uploading some pictures to an email address and u get disconnected,
so the image gets transferred partial

Only a partial file will be transferred, usually not enough to use. When you are "knocked off line", your connection is severed. It's the same as asking if a light will still be lit after the electricity is turned off. The filament may glow for a second but it doesn't help anyone.
